diconect your camera from the computer and try reloading the driver software, then re-attach the camera and make sure that the program your trying to use is configured to recognize the device for what it is, actually as with programs like paintshop pro make sure your using the correct command as there are a couple of similar commands only one of which really is the one you want while the other will comeback with unable to find the device or words to that effect
There must be a driver conflict with the graphics, try uninstalling the cam software and re installing and use a different usb port.
I assume there are no lines after a reboot so update your pc's graphics card driver and the latest driver for the cam.
If you are having general graphic problems, go to My computer,
right click>properties>hardware tab>device manager and in the list look for graphics adapter, click on the '+' sign to your graphics adapter and right click and select uninstal.
reboot pc and the graphics controller will be re installed and the driver also automatically
