Te recomendaria que utilizes un transformador variable para que puedas hacer mediciones del voltaje que alimenta la seccion horizontal. Me parece que la seccion horizontal esta recibiendo mucho voltaje y es cuando se activan los circuitos de proteccion.
Si usas el transformador variable empieza con 80VAC y mide la DC en tu TV, si en la entrada de el regulador de voltaje tienes mas o menos 130VDC a la salida tienes lo mismo, el TV te funcionara. Despues incrementa es voltaje a 100VAC y vuelve a hacer las mediciones.
Si despues de incrementar el AC a 110VAC el TV hace lo mismo, trata de medir la DC en la salida del regulador de voltaje. El voltaje aceptable seria de 130VDC a 135VDC.

When troubleshooting these units, there are always several variables to consider.
