GE 28111 does not rings

The phone worked pretty well, but we changed the service provider for a new one.
I checked all the ring options but it does not rings.
Please help

are you using voip like from a cable company or a ata bridge? mine doesnt ring when using ANYTHING other than the landline, but caller id will show
