My JVC TV recently began getting a batch of thin white/clear horizontal lines at the top 1/5 of the screen. your JVC needs an electrolytic capacitor replaced in the vertical circuit; if you don't know someone who knows electronics then i would phone several repair shops and get a quote to do repair. Due to vertical section failure horizontal line apprears. You did not mention about picture. Green horizontal line means with picture or without picture. With picture means there is some leakage. Without picture only singe horizontal line means vertical section totally not working. Particularly green horizontal line means maybe leads to jungle ic failure. Please mention your simptom clearly what you get and what you will not get both video and audio. It will be helpful to answer. Based on your question this is my small information.
causing of horizontal lines is leaky or defective capacitors. check big value capacitors around the board at Horizontal area. check the filter capacitor as well. good luck
