Remove and clean the fan and the entrance of the cooling duct in which it blows cold air as it may be clogged up with thick dust build up preventing cold air circulating through it.
because of this, your laptop will go into thermal shutdown hence no air circulation.

How to keep your Laptop cool

These are some tips which will describe to you that how you can maintain temperature of your Laptop and keep it cool:

1. Do your power settingsfrom "high performance" to "balanced" or "powersaver" mode. This will provide to the system to use only the powerrequired to run your applications, rather than always using the maximumprocessor speed. In case of playing games or other intensive work, you canswitch back to the high performance plan as necessary.

2. Regularly keep yourlaptop clean, you can use dust removing spray to clean of the laptop's vents.Dust can accumulate in and block of the laptop's fan.

3. Always use a laptopcooling pad with a fan or two. For stronger cooling needs, a fan is the bestway to go. Laptop pads that have vents but no fans can also increase the airflow around your laptop. There are several sites guide that you can explore oryou could even custom build a laptop cooling system if you're so inclined.

4. Keep your workingenvironment and computer room cool as possible. Computers can work much betterin air conditioned environments.

5. Keep your Laptop shutdown while you have no need of it or when you are not at home. Without shuttingdown may one of the dangers of overheating laptops.

If you face continue laptop'sheat problems, contact to your laptop service provider. It may be a sign thatthe fan needs replacing, or BIOS program needs to be updated or there aresomething else fault in your system.

Dell latitude e6400 fan not spinning

Is the laptop running hot? Sometimes the power saving mode in the BIOS will shut off the fan to conserve power when the processor isn't in danger of overheating. Try getting into the BIOS and playing with the fan and power saving settings to verify that the fan actually works as installed in your system. Otherwise, if you know that the fan works and you have it plugged into the system board correctly, there must be an electrical malfunction internally on the laptop and there is no way to troubleshoot further unless you know a lot about circuitry.

The fan works on battery but not on power

Sounds like your power management settings have been played around with. See if you can reset them.

Go to Control Panel
Click Power Options
You'll now see you have one selected like "High Performance" or "Balanced".
Click on "change plan settings" next to the one that is selected
click on "Restore default settings for this plan"

Do you find you have to leave it a while before you can turn it back on?

It sounds more like the notebook is overheating. You can either place the laptop on a laptop tray with fans that blow cool air inside and assist the laptop's cooling ability or you can pull out the fan assembly from underneath the laptop and peel off the fluff and dust that has accumulated on the copper heat sink.

The Fan on your laptop is automatic. It starts when your laptop gets warm and turns off when the temperature is lowered. I dont think it needs fixing of any sort.
