I had similar problem with a Dell Optiplex 760 desktop . I went to BIOS disable external SATA and all additional ports which is not used like parallel and serial ports and it worked. I think its with SATA settings only .

Try pressing F-8 and look for last known good working configuration.
If you are trying to reload from CD/DVD drive and it continues to boot into your old windows configuration, Enter your BIOS settings, and change the boot order to CD/DVD and then Hard drive

You need to go to the windows start menu and then type "regedit" in the bottom where you can filter out programs. In the list that appears at the top you need to click regedit to open the registry editor. Make sure you follow these directions EXACTLY or you could seriously fudge the pc.
Press the + next to where it says HKEY_LOCAL_MACHINE.
In the expanded folder click the + next to where it says SYSTEM.
In the expanded folder click the + next to where it says CurrentControlSet
In the expanded folder click the + next to where it says Control
In the expanded folder click the + next to where it says Class
Then in the expanded folder here click on the folder that marks this exact name:
When you click on this key you will have some entries in the right hand pane. You need to delete any that say upperfilters or lowerfilters. Once you have done this reboot your machine and the DVD should now become available again and be able to read discs.
