Question about Refrigerators
It sounds like you have a problem in the automatic defrost function. The most common problem on a Hotpoint/GE fridge is the defrost heater element burning out.
Remove the back wall from the inside of the freezer section and you will see the heater below the evaporator coil. You will need to check it with a volt/ohm meter to know for sure if it is bad, but that is the most likely problem.

This kinda old fridges...have a temperature button inside ..and has to be set from there ...I dont think that any temperature is available on the setting button but levels...from 0 to -7 ..or something like that First thing to do is to defrost it completely ..and clean it good..specially the ice box..after that set it to a lower temperature from that switch ...and let it freeze again ...If the temperature do not get down to the values near 35F ...than it will have to get it to a repair shop and complete the freon level ...
the dripping of the ice box..is kinds normal on this models and when the inside temperature is way above 32...but it is accelerated by the lack of isolation ...if the door of the ice box is not closing well..
anyway ..it supposed to have a drain drawers under the ice box ..specially for collecting this flow..
so..low the temp...see that the door is well sealed ...and if it do not want to get to a lower temp...see if the freon level is ok ..and complete it if there are any leaks..in the installation ..
