Mine is having a similar problem. After it has lost power or been unplugged it will always revert to decoder 4. It seems to need to warm up because after waiting about 10 minutes it finally stays where I tell it to.

JVC RX 515 receiver

The fault is on the tuner section of the receiver. FM radio signals are processed by one IC in the tuner section. Since you can hear the station, it won't be that one. The only other is the Stereo Decoder. The radio signals are passed to this and that splits the signal into the left and right channels. If you can't here one of the channels then the Decoder IC will have failed. If you are lucky the board will label the IC, otherwise find the tuner section (look for coils). Then read the numbers of the IC's. If there are several enter each number into Google and find what it does. If you find one that says "decoder" or "FM multiplex" that is the one you need to replace.

I have an older (10 ) years Sansui am/fm receiver model rz-5500av. It performs well, but after a power surge, the fm radio will not play in stereo. The fm stereo indicator flashes on and off. I was told...

Part of the circuit is a stereo multiplexer decoder, that decodes the fm stereo signal, I guess that is what you mean when you talk about capacitor linked to the fm band.

I do not have the sbchematics for this circuit, if you are good at electonics just grab the tester and check the whole circuit. On a radio is not difficult to find a blown capacitor.

Test also the stereo/mono switch.
