At this juncture your best bet is to run the msconfig command and see what is running in the background and using up all of your resources.
Antivirus programs are wicked for screwing up a machine, especially Norton. Dump the sucker - might even have to get a special program to accomplish this.
If that does not do it then just backup your files and restore your machine to its as new condition using the software that came with your unit.

try stopping some servicies(WIN XP)
click on start
click on run
type in MSCONFIG
and press enter
you will get system configuration utility
click on services tab
at the bottom there is a box which has a message hide all microsoft servicies
put a checkmark in that box and then uncheck all boxes which you think is not a programe you use
once you do this click on apply
then click on close
you will be asked to restart the system
just restart it
now you will get a message regarding system configuration utility
do put a check mark in the box which says do not show me this message in future
then click n ok
your system should work fine.

I would make sure you have the latest bios, and video drivers to start. Make sure you have all latest updates for windows. Make sure your hard drive is defragmented. Also make sure your computer is clean and that it is ventilating/cooling properly. If that fails I would just format and reinstall windows.

You have too many programs queued to run at startup. Click "Start" and then "Run". Type in "MSCONFIG" and hit return.
Click the startup tab and this is a listing of all the programs that load at startup. Keep all your firewall and antivirus programs, but you can shut off just about anything else, like Java Updater, Quicktime, iTunes updater, etc. etc.

It is a possible AC adapter problem. However please try to download the BIOS firmware update from Dell's website and see if problem exists. If it does, then try using another AC adapter (preferably the same model and make) and see if the same problem occurs. Please reply if same issue occurs.
