This one here I am still working with myself on some models and makes both Dell and others currently.
Here's what I found. Dismantle your laptop to access and test your cmos bios battery, if it is less than 2.5v replace and try powering up again.
If it still does the problem above. Try replacing your power adapter currently soldered on your motherboard, sometimes a micro fracture develops over the life and use of how people remove there power adapters.
If this procedure still doesn't restore your laptop normal power procedure, its probably the cap on the motherboard and you will need motherboard replacement or work done.

Weak battery, bad power supply adapter cable, and/or a dirty power switch can cause this problem.

SOURCE: I have trouble booting up

try removing the battery (keep ac power), test
if nothing, try the opposite,
remove both ac power and battery test,
for some reason holding down f10 and cursing at the machine seems to help. Mine does this but typically will boot after a few attempts (and lots of cursing)

My dell D600 laptop fails to boot, when i press the power button the three indicator light on it will on for 3 seconds and will off.

Try flexing the whole bottom assembly. that is with the laptop open put your knee in the middle and grab the unit with one hand on the corner closest to you and the other near the screen and put enough pressure to "flex " the mobo right after you push the start button if it doesn't start try it the other way... this has been working for my grandsons d600 for 6 months. i tried a new switch board because the guy that sold me the mobo said the plug for that is know to crack. good luck ps you will know it has worked when the 3 lock lights go out and the power light stays on.
