Possible that the insulation of the heat was not protected well or that there is a misalignment of the burner in the oven /burner.
Please check carefully to ensure the fittings are in place and not heating the oven parts..

Single element stove oven, doesn't get hot enough

Your oven probably has a feature called a hidden bake element. The element is located beneath the floor of the oven. (Because of this, NEVER put aluminum foil on the bottom of the oven because it will get hot enough to melt the aluminum foil and make it bond to the bottom of your oven.) You can adjust the temperature of your oven through the electronic oven controls. Check your owner's manual for how to do this.

Did not realize that burner was under the bottom of stove. Put in an aluminum drip pan on the bottom and turned ove n on for the first time. The pan is now melted to the bottom of my brand new oven. ...

Can you see that the pan has actually melted, or is it just stuck? Aluminum melts at over a thousand degrees, an oven only gets half that hot.
Try to pry it up with a putty knife.
Worse case scenario would be sanding it out with a rotary power sander after cutting as much out as possible with tin snips.

MELTED ALUMINUM FOIL ON BOTTOM OF OVEN FLOOR: Have a Kenmore ceramic smooth top range. We placed a piece of aluminum foil on the very bottom of the oven as we like to bake our pizza on the rack but...

I would try a copper scouring pad.
Aluminium is very soft - Mohs hardness of 2.75
Copper has a Mohs hardness of 3, just slightly harder.
https://en.wikipedia.org/wiki/Hardnesses_of_the_elements_(data_page)
Ceramic tile has a hardness of 7
Mohs Hardness Scale

This means the copper scouring pad should be able to remove the melted foil without scratching the ceramic - but test first to be sure.

With the older models of self-cleaning ovens one could put aluminum foil on the bottom tray of the oven, but with the newer models there is a warning (hidden in the last line) of your booklet for models of stoves where aluminum foil should 'not' be used! Even though print in small and many consumers are complaining regarding their stoves and melted aluminum stuck to the bottom tray of their oven (nothing will get it off) all manufacturer do 'not' cover this problem under warranty and thus, it will cost you $44 to buy a new tray. You unscrew the two screws to the bottom of the damaged tray of your oven and then install the new one and put back the screws. Letters of complaint should be written to the manufacturers to have them put this warning in clear bold print right on the front cover of the instruction brochure.

Aluminum foil melted to bottom of oven. how can I

If the foil is melted to the bottom, most oven liners are porcelain, so it will probably scrape off fairly easy. You want to try something non-metallic first. If you need to use something metallic to scrape it off be very careful not to scrape or chip the porcelain, you might try a scraper used to clean glass top cooktops. Remember porcelain is glass, so make sure you wear eye protection.

Laid sheet of AL foil on bottom of oven to collect spills and ran over at 400 and foil melted and adhered to bottom of oven. How do I clean or replace bottom metal surface of oven?

This is not proven but worth trying. Get a can of "canned air" for removing dust from computers, etc at wallmart/staples whereever. Be careful because this following will get very cold and could give you frost bite. Place the straw in the spray head and turn it upside down then spray the melted aluminum foil, in 1 to 2 second bursts. Frost will appear on the melted aluminum. Keep spraying 3 to 5 times to make sure it is very cold. Then use a wooden spoon to scrape it off (you can press pretty hard without damaging the oven). The cold from the liquid air will cause one of the aluminum to contract faster than the steel and you may get it to pop apart and scrape the aluminum off. If it works a little, repeat as needed.

Good luck and please rate me.

You may be able to get it opff with the oven hot. Whatever is holding it was liquid when hot before, so should at least loosen enough for you to remove it.

Melted aluminum foil on bottom of oven

Steel wool is the best bet, but it would be easier to replace the floor panel. I had a customer do the same thing. depending on how bad it is replacement mat be a easier option, about $35 for the new panel, and about a month to get the part. two screws on the floor of the oven next to the back wall. The manual does say not to use foil on the oven floor.
