I have done some research and comparison and it seems that your video card IS indeed underpowered to run Call of Duty 4.
The GMA X3100 is a good card, but it restriction is in the fact that because it is an onboard video card, it shares RAM with Windows.
If it had its own dedicated RAM, it would most likely run the game quite well.
