You shouldn't. The PV-DV203 means it is one of Panasonic's MiniDV, digital cancorders. You should only need the cable(s) supplied with the camera, and either a FireWire or USB port available on your computer. Windows Movie Maker should be able to download the video and allow you to edit it.

Yes all noted on your SD/CF card question, well this was a very good question for me simply because I too have had this same problem with my own Sony Digital 340 movie camera.
My camera come with a 128 mb SD card, and like a fool I went last week and bought a 2 g card, and my camera just cannot see it let alone use it, and I now find that camera's before 2004 cannot see any g cards, and like me you are stuck with small max of 128 m because the camera hard-ware is old tec stuff, sad I think my friend, but that's it.

Testimonial: "Thank you for your feedback. You have helped me to avoid wasting money on a 2GB card. It is only selling for $4.00 on ebay with free shipping! The VERY interesting thing is that both of the memory cards that I mentioned in my original posting cost MUCH MORE than ones which are thousands of times larger! I guess the sneaky sellers caught on to this unique situation. Too bad, eh?"

i am 100% sure that it is the play head of your md 9000 that is dirty or faulty
1)get a play head cleaner, put your cam in playback mode then play it to the end, then you can now confirm with a new tape
2)if solution 1 do not solve your problem you need to change the play head of the cam
