This problem typical indicates that there is an issue with the connection from the Wii to the TV. This problem can result from a few different situations. The most common cause comes about when the ends of the RCA or Composite cable are connected incorrectly. Both cables are color coded so make sure there plugged into there corresponding inputs (Blue and green can look very similar in low light).
