It sounds like the adaptor has failed and needs to be replaced. However on some models you can get the same thing if the power jack it plug into on the laptop is loose. If you put the plug into the jack and then gently move it it side to side (very gently we don;t want to make a new problem) it should not move to the sides and should be fairly snug. If you do this with the adaptor plugged in if the jack is loose you may find just the spot where it works again and may see the lights blink on. If thats happens the jack needs to be replaced.

You really need to check the adaptor before getting a new one. For this you need to use a voltmeter. The meter will show or should show a number higher than what the rating is on the label. Thats normal. If it doesn't then replace it.

Finally some models will not run with a bad battery. They may run without it but not with a bad one.If it does anything at all with the battery then it should be good but needing a charge. If its over say 1.5 to 2 years old and you either use it a lot on the battery or not at all (always on the charger) then it may need replacing.

You just need to rule out what the cause it. Start with the plug, then the adaptor. The battery is the culprit when everything else works.

Your batteries may be too low for the charger to recognize they are there. Check each individual battery with a multimeter.

Disconnect batteries so you can check each individual battery. If you are unsure about doing this yourself, many battery places and medical equipment companies will check them for you.

If your computer recognizes it when its connected to the PC then you may have luck reinstalling the firmware.

If not, the unit maybe dead.

Try wiggling the plug around a bit to see if you can get contact. You could also try borrowing a power supply if you know someone with the same machine to isolate the problem.

Dell Inspiron 6400 wont recognize new battery

Well often batteries from 3rd party manufacturer do not work in some laptops, see even the batteries have a "Chip" in them identifying them. Also sometimes these batteries are just no-good. or arrive flat, too flat to be charged up via the supplied charger. Anyway hopefully none of that applies and this will work. Now Turn PC OFF, put battery in unit. Now plug in wall unit, then plug into the PC, now leave the PC totally alone for at least 3 hours. Now the unit should work. Now how we tell where the problem lies is like this, Turn OFF, take out battery, now plug in the wall adapter, now the PC should work Fine like this. Now remove wall adapter, and insert the battery, the unit should go on this.. ONLY of course if charged. Now if when plugged in there are problems, it is more than likely, that indeed the battery is faulty, in some way.
These links below detail what steps to take to remedy any situation. The 2nd link is great.

Won't recognize battery charger

The battery might need to be replaced.  If it works plugged in, but is not charging....it is simply not holding the charge.  I know it seems strange that when it is plugged in without the battery it will not work, but that sometimes is the case.

The S210 is a camera, not a battery charger. In order to charge the battery, remove it from the camera and insert it into the supplied battery charger.

Battery problem...

This issue can be caused by any of the below possibilities. 1.- Computer AC / DC cable is bad not allowing the computer battery to charge.
2.- Battery is bad.
3.- Battery charger board is bad.

Solutions:
1.- Computer AC / DC cable is bad not allowing the computer battery to charge
Verify that the AC and or DC cable is not bad by testing the computer only with the power plug connected and the battery out of the laptop.
2.- Battery is bad
It is possible that if the power plug is good that the computer battery is bad. Leave the computer connected to the power with the battery connected in the computer for at least one hour; if the battery does not charge, consider having the battery and/or the laptop serviced or repaired.
If the computer and/or battery is not in warranty consider just replacing the battery as it is very likely that it is just a bad battery.
3.- Battery charger board is bad
If the battery has been replaced or an alternate battery from an alternate identical laptop does not work in the computer, it is likely that the power or charger board within the laptop is bad. It is recommended that the laptop be serviced or repaired.

This will fix your problem.
