II have a Kawasaki KG550 generator that only runs on half power it still operates my grinder but i would like to know why it does not run on full power

Do you mean full revs or full power output? If it revs up but output stays the same then you need an electrician to check alternator output and regulator.

Batteries fully charged. When traveling aprox. 300 feet full speed the batery indicator says the chair is out of power and slows to a crawl. after letting it rest for a few minutes the Indicator says...

Has your power chair been sitting unused for a while? It sounds like your batteries have become damaged and are having problems discharging the power smoothly or may not be taking a full charge.
The batteries contain a gel that needs to have current run through it on a regular basis (at least 8 hours once a week) or it will solidify. If you attach the charger, what will most likely happen is the green light will either stay green or go to green after a very short time. The charger will indicate the batteries are full, but instead of being full of power, they are full of crud. Your warranty will most likely not cover replacment as this is due to customer neglect, but your insurance may still cover the replacement if you can wait for the process to go through. Otherwise, you will need to replace the batteries on your own.
Good luck!

Power steering

some do some dont if you have a look under the bonnet see if theres a cannister that is labelled power steering fluid if your not sure turn the steering wheel to full lock with the engine running when you hold it on full lock it should make a sort of rubbing noise if it does its power steer if its power steering make sure your fluid is full also a broken power steering belt would cause it not to function also it only works with the engine running

Metz 45CT-4 power output

Have it serviced, or sell it. The culprit of this malfunction is either a faulty quench capacitor, of high capacitance and voltage, but small physical size, or a thyristor. Both are made of "unobtainium", can only be cannibalized from organ donors.
