The timing chain gave out and it will not start

Yes the chain is marked like that on many cars, it is the timing alignment chain link. You gave no vehicle make, model, year or engine type and size so I can only answer in general terms

If it has a chain and you have not been paying attention to regular services, it is possible for a badly worn chain to wear through the timing cover and let oil escape
The mechanic you took it to was probably not properly qualified as he should have seen the oil spray , found the problem and gave you a report on what he found

Its not the easiest Gm ever gave us. you have to remove the oil pan to get the front cover off and there is also a balance shaft that tends to make more noise after you do the timing chain. A lot of technicians end having to do it twice because of the noise after.

It seems unlikely it would be a timing chain issue. They are not really known for jumping and if it had jumped there would be other issues, not the least of which would be pistons crashing into valves if its an interference engine.

When was the last time a tune up was done? Perhaps new plugs, plug wires, distributor cap and rotor are in order based on the information you gave.

There could possibly be other issues, but based on what information you gave that is where I would start.
