Yes it is a known problem. You have a faulty t-con board(timing control). Don't worry as this is a rather inexpensive component and for a set of this size the replacement module costs only about 50-75$. If you want to try replacing it yourself then let me know and I will guide you with the same.

No this isn't a problem that is well known on your tv.
If the lines are there , in the same configuration, constantly then the LCD panel is faulty and cannot be repaired - just junk it, replacing the panel would cost you more than a new tv.
If the lines are always in the same general position but change in position and look then the buffer memory from the image processor has failed - you must replace the entire mainboard - this is going to be expensive - around $300 - so it may not worth it. Your call.
