When I turn my laptop on, the Toshiba logo appears and the screen goes blank and nothing happens. I have let the battery run out, but this has not worked.

Pull the battery out and unplug the charger. Turn the laptop over and press the on/off button 3 or 4 times. Turn it over again, re-install battery and power on again while pressing F8. This should take you into safe mode. If It turns on in safe mode, get back with me and I'll lead you through a diagnostics test.
That blinking cursor is the way in which the BIOS is telling you that Windows is not loading because its most critical, core files have been corrupted beyond repair. The only thing you can do is to reinstall using the recovery cd or your own Windows install disk.
Some systems may take a bit to boot at times. Windows has to do a number of functions during startup. Have you tried just leaving it run after you see the windows logo and wait several minutes? If not, give it a try. If after about 5 minutes you see nothing, get back to me.
Since the logo appears, you have video. Although the screen goes blank after this mostly means that Windows is still loading and has to perform some tasks and possible system correction issues. Let it run like I mantioned above and see what happens. Thanks
basing on the information you have given here are the possible solutions:
remove any external device connected to your system (printer, external hard drive and others) if removing this does not work and still gets a blank screen with blinking cursor try to go to safe mode with networking. if successful try to download the driver for your video adapter.
when you try to start the computer , do get anything on the screen like a logo? when does the blank screen occurs, is it during the turning ON of the computer or during the windows xp logo appears on the screen?
a blank screen could be caused by the following: defective video adapter, corrupted video driver, defective memory, unknown device causing the issue like the hard drive, optical drive or other peripheral installed inside the computer.
