SOURCE: cannot remove socket from "high" mount brake light

It has melted. Having worked at a dealer I have seen this before. Dealerships deal with problems like this often .They will know the correct bulb to put back in to keep from melting the housing.

When i decel it seems I have a engine brake on or in a lower gear how do I fix this

The 650 Burgman has similar engine braking to a normal motorcycle so doesn't allow you to coast as with the smaller engined models. This allows greater control in deceleration, especially in the wet. The coasting on the smaller models can be disconcerting for some, where brakes have to be used to slow down, so make the most of the 650 capability. The 650 will coast eventually at speeds of less than slow walking pace. From what you say consoder this as normal behaviour from the engine.
Take care.

The twist shifter is so tight that my son can't shift. I have a hard time doing it. Is there a way to loosen it?

Is the shifter too tight or the cable not flowing freely in the housing?

Shift it to the position that relaxes the cable and manipluate the affected derailleur to see if the cable allows it to instantly spring to its relaxed state. If it doesn't you need the cable(s) serviced and/or replaced.

The gears will not change at all. It seems like the part that you twist to change gears is seized on both sides. This is causing the bike to ride very slow.

Actually, it's causing you to have no gearing options. If you were Lance Armstrong the bike would move fast ;0) even with a flat tire.

Crimped, corroded shifter cables can prevent accurate shifting. I'm thinking you need a bike mechanic to look at it.

After it's all fixed you might want to view some resources concerning shifting, braking and general riding skills. It's all out there.

2001 Accent stick shift sputters in low gears and at high speed.

I suspect the timing is off since timing belt replacement was mentioned. The altitude would be read by the various sensors in the engine and computer and would be compensated accordingly.
