So my tv is locked from the previous owner and it wasnt such an issue as the only thing I couldnt do was use the front panel. Now ive gone and lost the
remote... the problem is I cant manually turn on the tv which most
universal remotes require as a first step... got any ideas on a manual reset button or how to program a new remote wiht the tv having to be on???

GuruYes get a $7 GE universal remote from Walmart. I will leave the codes you need below.
You'll have to test these codes 1 at a time... but with that remote you can enter the code for the TV or search function.
RCA TV codes Try this code first 031 to program the remote. Then test all these seems like alot but its not there are 999 codes ranging from 000-999 for 3 digit universal remotes.
000, 003, 004, 005, 007, 009, 011, 031, 048, 054, 078, 082, 083, 094, 096, 098, 099, 100, 101, 102, 103, 107, 113, 129, 133, 167, 179, 181, 187,
188, 191, 194, 342
