If you are infected with spyware you have 2 options

1. you buy an antispyware software and you scan your Pc
make shure you dont scan your pc with one of those free ones on the internet, they offer free fixes but youre really getting more spyware. But you will not be 100 % clean you will still have spyware even if you scan your system 100 times.
this is with any antispyware or antivirus.

2. you erase everything and by everything i mean windows.

if youre pc is a hp , compaq you may have a restore partition.

if its a generic youll need to buy xp or vista

Dont try to do this yourself , take it to some one who knows what their doing , like geek squad for example.

Computer slow... struggles

Most likely loaded up with unnecessary programs (that you dont use anymore) running on start up, or duplicate programs trying to do the same job (multiple antivirus or spyware programs), or viruses/spyware running in the background, or being hacked (someone remotely using your system), or Windows programming not updated, or system drivers not updated, or it may just be slow because your antivirus/antispyware program is running. Whew! If its not any of these, maybe your computer needs to be upgraded? Extra ram/memory usually helps if you dont have much. These are good solutions I have come across in my 20+ years working with computers. For most people, the fastest and easiest way to eliminate any software/virus/spyware problem is to delete everything (format) and do a fresh install of all windows, windows updates, and motherboard drivers. If it is still slow after that, then a hardware upgrade is highly recommended.

How to Fix Issue When Add Remove Control Panel is Blank or Won't Open

To correct the problems with Internet Explorer (especially since it was a version installed with Windows 2000), I used a cool little program in my arsenal called IEFix. Follow these steps to correct the issue:

1) Download IEFix to your desktop and unzip it

2) Double-click on the file to open it

3) Click Apply to fix any Internet Explorer errors

4) After running IEFix, reboot your computer.

in my case, this completely fixed the problem with a blank Add Remove Control Panel. However, there are some instances where other fixes are needed. In these cases, follow the steps below to troubleshoot this problem and solve it.

1) To rule out any spyware or viruses causing the issue, you should run a thorough scan of your system using your favorite antivirus and spyware programs. If you dont currently use an antivirus or spyware removal program you should. You can refer to my page on Essential Tools to download this type of software.

2) Next, run a check for any missing or corrupted Windows files by clicking on Start, Run, and typing sfc /scannow and pressing Enter. The system will scan Windows for any problem core files and ask for your Windows installation CD to replace any problem files.

3) You may want to try to register the control panel file by clicking on Start, Run and typing REGSVR32 APPWIZ.CPL and pressing Enter. This will re-register the program with Windows.

4) If you are still having problems, then I would run IEFix and correct any Internet Explorer issues.

There is a Microsoft Support Article for Windows 98 and NT concerning an issue where not all programs will be shown in the Add/Remove Control Panel. The problem happens when a display name or uninstall key is greater than 63 characters.

Hopefully, these suggestions will fix any issues that you may experience with the Add or Remove Programs applet in the Control Panel.

a generic fix-all for slow computers is:
add RAM, Defragment your Hard drive and make sure you are using a stable OS (i wouldn't recommend Vista).

TCP/IP network transport not installed

Symptoms: After you run Microsoft Windows AntiSpyware (Beta) or other anti-virus/spyware/adware software, 1) you may receive one or more of the following interactive error messages:

Could not start the Windows Firewall/Internet Connection Sharing (ICS) service on Local Computer. Error 10047: An address incompatible with the requested protocol was used.

or

Windows Firewall settings cannot be displayed because the associated service is not running. Do you want to start the Windows Firewall/Internet Connection Sharing (ICS) service?

or

This application has failed to start because SPORDER.dll was not found.

2) Third-party networking products may not function correctly.

3) Computers may not be able to connect to the network because they cannot obtain an IP address.

4) You may receive the following error message when you are using Microsoft Internet Explorer:

Error 404: Page cannot be displayed.

Cause:

There are known spyware programs that install layered service providers (LSPs) on client computers to gather user data. When Windows AntiSpyware (Beta) removes spyware programs, it also removes the spyware-based LSPs. However, Windows AntiSpyware (Beta) does not restore any LSPs after it removes the spyware.
