This router is known to sometimes be slow.
You could try resetting to factory defaults, once the router is up and running, use a toothpick or equivalent, hold the reset button in for 35 seconds. Let it reboot, should take 2 or 3 minutes, then see what your speeds look like.
If that fixed your problem, then you can start turning features back on, one by one, and test speeds after each feature change. QOS settings can cause slowdowns, I'd try them last.

1. Access the web-based utility of the router.
a. Please open any web browser like Internet Explorer or Netscape Navigator.
b. Connect to the router by typing http://routerlogin.com/basicsetting.htm or http://192.168.1.1 in the address field and click Enter or Return key.
c. A window will prompt for a user name and password. The default username is "admin" and the default password is "password".
Note: If it does not take password as the password, you might have changed it when you have run the NETGEAR Setup CD so please try other passwords. If you cannot remember the password, you need to reset the router and run the Setup CD to reconfigure it.
2. Adjust the MTU setting.
a. Click on the WAN Setup under Advanced tab.
b. Lower down the MTU size to 1492, 1400, 1358 or 1300.
c. Click on the Apply button.
Note: You may verify from your ISP the recommended MTU size you can use.

You have WRT300N router. If it is very old model then upgrade the firmware of the router. and try changing the wireless channel on the router.
Firmware is the software of the router.
Download the latest firmware of the router. Go to the manufacturer's web site and download the firmware of the router.
Open the set up page of the router and upgrade the firmware of the router. Once you upgrade the firmware of the router, reset the router.
On the router you will find a small reset button, hold it down for 30 seconds. release it. wait for 1 minute. Now unplug the power to the router and plug it back in.
Now you will need to reconfigure the router according to the Internet service provider.
