we are going to try it. but in researching on the internet, lot of prop have respored probems - posted is the question and answer to someone on the internet:

have a Toro 22" Recycler Lawn Mower Model No. 20017 that will not start. I tested for a spark and did not get one. I then removed the shroud and noticed a green wire coming off the Solid State Ignition and going under the flywheel. When I disconnect this wire, I got a spark. The mower runs fine with the wire disconnected. I am now assuming the problem has
something to do with the dead-man bar. The cable running from the dead man bar does seem loose, but I don't see a way to tighten it. Does anyone have any suggestions on how to fix the problem?

I replaced the brake cable as jsouth suggested last night. I started it twice with no problems. I ran it for about 1 minute each time. I went to cut the grass this afternoon and it ran for about 30 seconds and then stopped as though I released the dead man bar. The only way I could get it to start was to disconnect the green wire coming off the Solid State Ignition again.

The new cable is much tighter and does a much better job than the old one. But, apparently not good enough.

Does anyone have any other suggestions?

Remove the float bowl on the carb and remove the debris from the float bowl. Also in the very bottom of the carb where the float bowl attach nut screws in there is a jet. Take some carb cleaner and shoot into the hole to remove any debris from the jet.

I note you say you changed the spark plug. Is the problem fuel or spark related? It appears to be a fuel issue.

Also if we have to go beyond this post and I will gladly do so to resolve your mower problem. (I have over 40 years of hands on and in shop experience.) I really need your engine model number vs the Mower model number after this. Toro uses 2 different engines on that model of mower.

Thanks for choosing FixYa.

Here is the Technicians Handbook for 3 to 10 hp L series engines:
    http://www.cpdonline.com/692509.pdf

I have yet to get any notifications on this problem so I have to assume your working with another expert. I only see what you stated requesting the manual twice. I said before I really needed you ENGINE model number. (It was my error in not noticing that you were already using the engine model number. When I do send you the mower manual link all your going to find is parts for the mower body and NOT the engine. Just the way Toro works. Engine parts are by engine model number only. LV195EA is a 6.5 HP Tecumseh Engine.

You can see the parts diagram by choosing engine parts diagram 1 or 2 here:

Tazman,
As you say that the machine runs for a short while and then stops, it seems that the ignition coil is bad. It gets heated up and the machine stops. When cooled, it lets the machine run till it gets heated up again. Please replace it. It can not be repaired. Once gone is gone. Its cheaper to replace it. Keep the old spark plug for emergency use. Adjust its gap as much as the new plug's.

Shut the gas off & remove the float bowl of the carb. Be careful not to displace the float seat & needle. Put a cup under the carb & open the fuel valve briefly & close. Clean the float bowl & replace the same way as taken out. Make sure the bowl sits properly on the gasket. Retighten the float bowl snugly. Do not over torque it. Now there is a fuel richner screw at the bottom of the float bowl. Using your fingers only tighten the screw till it bottoms then back it off 1 1/4 turns. Turn the gas on & start. If it idles rough, back the screw off another 1/4 turn till it evens out. Toro is one of the best machines on the market. Hope this helps you & good luck!

First of all remove thespark plug and check the intensity of the spark . the spark plug gap must be about .5mm and shouldspark with good intensity.if you do not get a consistant spark check the contacts the connections to thecoil HT wires.Once you have confirmed of good firing crank up the engine to disperse over flow. Now replace plug ensure good supply of gas{please make sure that the fuel pressure is adequate}.the mower should work.

the green wire could be coming from the oil pressure sensor switch and if the oil has not being changedthis can cut offf the ignition. so check this out. or keep it removed to start and confirm.

There is not a governor on newer mowers. Ease mower thru grass slowly, if starts to slow down stop, let mower speed up. In tall grass only use 1/2 of the deck width with side discharge open. Ensure spark plug is clean and gapped properly, replace once a year. Ensure air filter is clean, replace once a year. Ensure oil is full. 30w oil. Always use Stabile in gas. Use carb cleaner and clean outside of carb to ensure choke lever is free to rotate.

Engine surge is usually caused by one of two things...
1) a lean condition. Not getting enough fuel.
2) throttle plate shaft in carb is worn. usually clears up when engine is put under a load. You can live with it or replace the carb
