Drive belt missing or not properly installed on motor or brush/beater? Perhaps foreign matter caught in ends of beater brush that are holding the brush tightly in place. Clean the debris away and hit with a little WD40, but not much. Make sure it turns freely by hand prior to putting it back into place. If the belt is loose, make sure it is replaced with the proper belt and installed correctly.

SOURCE: Brushes don't turn

I Had the same problem, The brushes are operated by water pressure. Under the machine were the brushes are is a white peice of plastic pull this out and try cleaning the screen. I found this when I removed the cover and lubricated the gears at the brushes, If that does nto work you will have to remove the turbines and lubricate.

Bissell proheat cleanshot 2x won't stop putting out cleaner and water, the little dial won't stop spinning

First clean the Flow Indicator filter. Turn the Flow indicator cap counter-clockwise to remove it. Lift the rotor and the filter under it out. Clean the filter and reinstall in reverse order. Make sure you have unplugged the unit before working on it. Then clean the lint filter on the heat tank cap (it looks like a screen) and reinstall it. There's not much more to these so if that doesn't work call the Bissell Consumer Care at 1-800-237-7691

Hepa filter does not turn on hoover wind tunnel vacuum model U6630900. It was working (turning) and I cleaned the filter and canister and now it no longer spins when the vacuum is running.

The part you refer to is not the HEPA filter. It's a very common misconception that that part spins - it looks like it when there's dust whirling around it. In fact, it does not spin - there are no visible moving parts.

Even thought the belt may look fine the belt still can be worn and therefore no turn the brush or the clutch. The belts you need are these here:

The brushes on the unit do not spin.

try to clean the filter under the machine or the filter behind the clear plastic, were you see the hypnotic disc sprin that lets you know that the brushes are spinning. To remove : the plastic piece that looks like a triangle, ( were the indicator is that lets you know the brushes are turning ) remove by pulling from top, clean lent from screen and reverse your steps to put back on.

Thr brushes are not spinning and it smells

That is your belt burning, turn the vacuum upside down and make sure your brush is spinning freely. Something may be wedged in your brush.

Clogged hepa filter

If the hepa filter is clogged chances are it is not turning like it is supposed to. Hoover apperantly has a terrible R&D department because this is a bad unit. The filter is supposed to be self cleaning because it spins and a little tab is supposed to knock out dirt but does a crappy job of that. The transmission is what spins the filter and this must be replaced. If in warranty take it to your local Best Buy for service.

Brushes not spinning or barely spinning while operating machine

There are filters, one on the lid, the other from the bottom, has a red frame, pull it out and clean it. There maybe a foam filter on the lid covering the yellow ball, it needs to have at least a 1/4 in. gap from the top. Also make sure that the lid is on correctly and tight.
