I will try and explain it to you, but bear with me, if it isn't exactly what I say, it is close. You have 220 volts coming into the timer from the fuse box, you should have 3 or 4 wires, one on them being bare, the ground, and one being white, neutral, the other 2 should be black and red, both hot, or both 110 volts each. Connect the bare wire to the green ground screw, the white wire should be connected to the Neutral , (silver) screw on the line side, It has to connect to the timer to run the clock. The other 2 will be connected to the line side, Now the wire to the water heater is the same make up, 3 or 4 wire, 2 hot, one neutral, one ground, Put the hot wires, black and red on the load side of the switch. 2 screws. The white wire connects to the silver screw on the load side, or it should anyway. and the ground of course connects to the ground screw. The hot wires should be on brass colored screws, but not always, as in the case of the word "load" written there, they might not be brass. Usually are. The timer needs the neutral to run, so don't just wire nut the white wires together to get it running because it won't . There should be 4 wires, all modern electric stuff is 4 wires now days. 220 volts. There might be a little white already in the box going to neutral for the clock, check it out. This should work.

Hi, we just got a new woods 59017 timer, and the dial turned until it turned off, at the point that we indicated, but after it turned off, the dial remained stuck in its place and will not turn any...

You have new 59017 single-pole in-wall 24-hour timer with tripper pins located on dial.
Timer is heavy duty and will handle up to 2500Watts 1 HP, including anything typically controlled by 15-20Amp light switch: incandescent, florescent, CFL, motor, pump, AC, whole house fan, etc.
http://waterheatertimer.org/images/Woods-59017-mechanical-timer-300.jpg

When timer is wired correctly, timer dial rotates no matter which position slide switch is set to.
Your dial rotated correctly and turned lamp ON, and rotated correctly until lamp turned OFF, and then stopped rotating.
This implies loss of power.
Check circuit breaker.
Check for loose wire on timer installation.
If wiring checks out, then timer is suspect. Replace different switch with suspect timer, and see if timer works on different Load.

Lost wiring instructions for my woods water heater timer. What wires attach to bus bar

Timer model is usually located inside the door panel:

1) Open following link to access manual with wiring diagrams.
http://waterheatertimer.org/Woods-timers-and-manuals.html#Boxtype

2) Example manual shows different wiring diagrams:
http://waterheatertimer.org/pdf/Woods-59396-59399-manual.pdf
If you have timer with 8 terminals, and ordinary 240V water heater, then use diagram on bottom right.

3) Woods timers are wired identically to GE 15207, except your model might not have dip switches.
http://waterheatertimer.org/How-to-wire-GE-15207-timer.html

4) Busbar usually refers to a long metal bar where many wires connect to same pole. For example neutral busbar inside breaker box has 20 or 30 wires connected to it, and all are connected to Neutral wire from power pole.

Also take advantage of fixya expert assistance live.
For a price, expert works with you while you work on timer or any do-it-yourself project.
Fixya is always less expensive than a service call.

Wiring a wh40 intermatic timer to a sears hot water heater

Shut off breaker to you water heater. STILL TEST FOR VOLTAGE BEFORE YOU TOUCH ANY WIRING. The 3 wire that go to you water heater disconnect them. You are going to install them to your WH 40 timer.
The wires that you disconnected will now go to terminals: Black to Terminal 1 & White To Terminal 3, The Ground copper wire will go to the ground terminal should be a green screw.
You will have to buy some 10/2 wiring to go from your timer to your water heater. You can buy it by the foot at Lowes. Figure how much you will need.
With the new 10/2 wire install the Black to terminal 2 & White To Terminal 4, the ground wire will go to the ground screw with the other ground wire.
Wiring that went to terminals 2 & 4 will be installed to you water heater, the same way when you disconnected them. Set your timer clock and your done. Turn breaker back on!
