Sounds like a bios password has been set up. This is recommended for security purposes so that it does NOT get to the main windows boot up. Use Hirens Boot CD to remove bios password and after that the offline NT pasword remover that is also on the live cd.

If your using win Xp wile booting keep hitting F8 when the screen comes up for what mode you want to boot into chose safe mood without network support when it finished loading go to user accounts their should show a list like admin and guest click admin and then chose remove password then close all windows and start close turn off computer then restart allow it to restart and it should bypass the password do this steps for all your accounts like guest ect you should be able to go right to windows hope this helps
