MAKE SURE YOU CAN COLLECT THE WATER AND WILL NOT DAMAGE ANYTHING BEFORE YOU DO THE FOLLOWING! In the front bottom right, is a water plug. unscrew it. water will drain. check if debis in there and look at impeller. The reason why the dial spins, is because it is giving you a fault code. count the number of the red light blinks. i have the diagnostic manual that has the fault codes that shows how to check components with an OHM meter

If it is a hot and cold fill washer, yes, then it could be a hot water problem related to the valve, or the water supply., if it is cold fill only, then the problem is elsewhere.

It seems like your machine is neither Pumping nor spinning, that is why it is unable to drain the water out. In this case you should check the pump. Your washer probably has a frozen pump pulley. If so you need to replace it. To check the pulley, remove the pump from the washer and try to rotate the pulley manually. If it doesn't turn freely--if it's frozen or stiff--replace it.
