When you run the scan does it indicate that the scan is complete? Some tvs if you don't go through all the steps it wants it will do that. If you have completed it then the mother board (main board) of the TV is the most likely suspect. You might try going on Phillips website to see if there is a software update for that issue. Otherwise replacing the mother board would be the only other option and it would most likely be cheaper to replace the tv at that point.

OMG not liking the mother board stuff sounds nasty :( yeah we complete the scan every time to 100% it is a fairly new set. I'll check on the website thank you for your answer!!! :)

There is a power issue. Are you using a power bar to turn it on and off? If so, don't.

I have a` Phillips 19PFL5522D/05. Won't switch on and the power indicator is flashing green, intermittent. Customer Service told me this is a mode to prevent damage to TV. Can't be rectified by user and...

Had the same problem with this model.
1) Open up the TV by undoing all the screws - they are what I think are torx screws, but any decent screwdriver set should have the correct attachment.
2) The smaller brown board where the power supply comes into had 4 1000 pf 'popped' eletrolytic capcitors - the tops were bulging, a sure sign that they have blown, although it's not always the case - I would suggest replacing bulged ones first and test the others if this doesn't do the trick.
3) I replaced the capcitors - delsoldered and resoldered new ones in place. I got a set of capacitors from Maplins for £9.99 but you could probably get them cheaper elsewhere. I didn't have an exact match for the voltage but I replaced 16v ones with 25v and it seems quite happy.

Hope this helps. Be aware there are high voltages present in capicitors even when you've unplugged the mains. You should always discharge them using a shunt resistor.

I called the Philips help number (1-888-PHILIPS) and the tech had me turn off the tv and then unplug it from the outlet, wait 1 minute, then plug it back into the outlet, then turn the tv back on. It reset the menu memory and it is now back in the middle of the screen where it belongs.
