You have defianately got a deceased capasitor on the ciruit board of the moniter panel, if you can open it up(if youre tech. wise) - unsolder all the Capasitors and buy new ones and resolder them back into place. Be sure to take note of where the old Caps. where they were situated and their values of course, there's usually about 6-7 of them, its isnt good practice to replace 1 or 2, best policy is all of them. To buy 8 of them cost +/_ $6.00 - If youre English = £ 3.80p.
( There are ususally 6-8 Capasitors / with 4 of them 16volt value
then maybe 2 or 3 will be 32volt - Remember where you removed the old ones on the board.
