My 7290 blackberry only sms and browsing is...

Recently i purchased a 7290 unlocked blackberry. but only sms and the browsing is happenning, not able to make voice calls (both outgoing & incoming) when tried to make a call, a msg saying " sorry only emergency calls are allowed".

can any friend please give me the solution?
