Question about Carrier 38BRC060 Air Conditioner
The capacitor that gives the fan motor the "kick" to get it started is bad...that capacitor is localed in the electrical compartment and is often a dual capacitor with the compressor. If there is only one cap in there iwth three terminals then it is a dual one if there are two caps in there then the small one or the lower number mfd one is the cap for the fan motor...
Anyway, you will need to find and replace the cap with the same size in mfd's and voltage. both values are printed right on the side of the cap. mark the wires as you remove them so that you know where to get them back on the new cap.

The condenser fan supposed to rotate whenever you turn the air conditioner on cooling mode (regular air conditioner units).
No, it not supposes to spin if it not on cooling mode. Is this regular central air conditioner units or heat pump?
The main purpose of the condenser fan is to help dissipate the heat from the condenser coils. If the condenser fan is not rotating, you either don't have power to it, the capacitor ruin or the condenser fan motor need to been replace.As you said that it spins when you give it a small push so this indicates that there is power but the motor is weak and that is causing the problem.
