Both of the left lights flashing indicates an overheating error.
Make sure you're using it in a well-ventilated area, not covered by anything, make sure the vents are uncovered etc.
if you're not already, try using the console in the verticle position (this increases the surface area that can disperse the heat).
or if all that fails, one or more internal fans could be dead. in that case, give xbox support a call.

How many red lights do you see when the console shuts down? if its 2 red lights that means the console is overheating. there's no way to fix it but to send it in for repair

This i have seen before and it tells me the machines is displaying the signs of lead free solder failure (85%sure). you could strip the machine down and replacing the x-clamps at the same time do the heatgun fix if you dont have access to an IR oven.
To me it will just get worse and will definately need the x-clamps replacing AND the solder re-seating.

The console is overheating, make sure the console is well ventillated, make sure there is nothing blocking the air ducts and the console is not near any other heat source.If the console is well ventillated but this keeps happening the unit will need stripping down and new heatsink paste applying to the chips.

It's not the fan . It's ether the C.P.U and or the G.P.U. has lost
it's thermal seal with the heat sink , or the G.P.U temp feed connection has become intermittent ( disconnected) from the main
board . Recommendations are first have a shop remove and
reapplie heat sink compound . If it still over heat then a re-flow
of booth chips should remedy the problem.
