SOURCE: Unable to create recovery disk.
Sounds like the software could be corrupt, but there is an easier way to create a recovery disk, check this tutorial out >>>>>
If you need more advice please feel free to post back.
Good luck and thanks for using FixYa!!

I have a Toshiba as well, in order to boot from the dvd drive you will have to restart your machine, then when you see the Toshiba logo at startup press F12, you will see a small menu. Select your dvd rom drive from the list and press enter, if this does not work than there is still another way, keep me posted.

Toshiba Factory Reset
a couple of ways to do that 1) if you have the recovery CDs supplied with the PC - then you can use these - put the CD into the drive and when it boots follow the instructions 2) If you have a recovery partition on the laptop - have a read here to see if you have one http://www.csd.toshiba.com/cgi-bin/tais/support/jsp/outFrm.jsp?ofId=AskIris&searchString=recovery+to+factory 3) This link shows you how to use the partition http://www.csd.toshiba.com/cgi-bin/tais/support/jsp/bulletinDetail.jsp?soid=2291088&pf=true basically as the PC boots TAP F8 key - from the menu that appears choose "repair your computer"
If that option is NOT available then you will need to Order CDs from Toshiba - http://laptopforums.toshiba.com/t5/System-Recovery-and-Recovery/Recovery-media/m-p/9148#U9148
