Well seems you have problem in bias.. or in start up of operating system, i recommend you first you try to start operating system in safe mode if possible otherwise you can also re install or say repair your operating system, this will solve your problem. and if still you facing problem after doing so then problem should be in your hardware so after that you need to assist your hardware engineer.
