If it is an external webcam, check the connections. Try it in a different USB port, too.
I'm assuming you are running Windows for the OS. On your My Computer icon, right click and select Manage. This opens a Computer Management window. On the left pane, click on the Device Manager.
If there is anything unknown, it will be indicated with a yellow question mark in the list on the right pane, at least it is in Windows XP. Usually it will have identified the type of device that it is unsure of. Right click on the unknown device and choose Scan for hardware changes.
If there isn't an unknown device listed on the right pane, locate one called "Imaging devices." If you see it, right click it and scan for devices. It is probable that you will not see any imaging devices listed as the system is not seeing one to begin with.
Next option is going to the website of the vendor of your webcam or if it's a built in webcam, the vendor of your display or laptop. Most vendors have drivers available for download from their support pages. Once you locate the exact make and model and matched the drivers to that of you operating system, download and install the software. Windows should find it now.
