To reset the BIOS read the information from this link: http://www.fixya.com/support/r7229632-reset_or_remove_bios_password
Please be aware that Toshiba laptops have the CMOS battery soldered to the motherboard. If you go that path you will have to solder back the battery.

I think the only way you can reset the bios is to momentarily short the cmos battery and apply main power to laptop.
Of course to do that ,you will need to dissemble the laptop.

Usually for lot of computers works if you take off time battery from motherboard and for laptop also main battery so totally power off for 20min, but it don't work for some laptops if they write pass on hdd or chip. If this don't work then you have to visit service.
