Question about eBay Auctions
Seems that you have got no response from the seller, thus you can open an eBay Buyer Protection case in the Resolution Center. You can open a case 7 days after making payment if you weren't given an estimated delivery date.
Once 7 days are passed after you opened the case, and the seller still hasn't resolved the problem, it is recommended that you escalate the case to eBay Customer Support. The eCommerce store will review the case and may provide a refund of the purchase price plus original shipping.

You can log in to your paypal account and at the top click on security then on the left file a transaction dispute. Explain what happened and they will try and contact the seller and see what the holdup is.
