An Access Point Name (APN) is the name of a gateway between a GPRS, 3G or 4G mobile network and another computer network, frequently the public Internet. A mobile device making a data connection must be configured with an APN to present to the carrier.
Make sure you have your mobile data turned on. On some phone models, when sending an MMS, the phone will automatically enable it until it is sent. In order to receive one, you may have to enable your mobile data from the phone's menu. Since you're unlocked on T-Mobile, it's possible that your phone supports sending MMS over standard networks, but not receiving, in which case your phone's antenna is not compatible with T-Mobile's network frequency.
the reason why you cant send or receive picture mail is because its an unlocked phone, i had that same problem you have to go to your service provider and they have to give you a code to enter otherwise you wont be able to get picture messages nor get online.
We did the same thing. We could not send but still could receive. We tried entering numbers, codes and many other options. We took the battery and sim card out for 10 - 15 seconds and re-installed them. Restarted the phone and now it works fine again. Sort of like rebooting your computer. Hope it works for you. Good luck!!
