Question about Westinghouse LTV-32w1 32 in. HD-Ready LCD Television
As stated by others here, the problem can be in either the inverter section or the power supply. I have seen this symptom caused by defective driver transistors in the inverter circuitry as well as by poor solder joints in the power supply. The fact that the picture shows up for a while indicates that the voltage required for proper funciton exists. It is just getting interrupted. This can be self inflicted should there be a shorted driver transister because the increased current draw will cause the protection circuit to shutdown the circuit. Please have this checked by a qualified service tech. There are high voltages present that can be dangerous.
FYI - There are no blink codes for Westinghouse sets.

Picture flashes few sec.dies,still have sound?Yes,than the 2 or 1 long board call the LCD inverter boards are dead.These 2 or 1 long LCD inverter boards help the LCD screen to get a backlight to produced a picture.Tries websites like Shopjimmy.com,Ebay.com to buy those refurbishes LCD long inverter boards for the replacement.

Be careful accepting a solution that wil not work.
Let me give you some thing to check.
1. Powersupply board
Again Capacitors are not alwys a tv's problem but you want to check anyhow this sounds like the inverters are fireing but loosing power.
Do you have sound?
If you have no sound as well and do not have any SOS codes on the front. check that power supply.
Inverters the fire and then shut off might not be the inverter. A Fault in the power supply can also kill power to that inverter as it is hooked up to the supply. Be careful. Do not work on anything unless you know what your doing. Things can get worse.

If you are familiair with electronics, and know how to use a multi meter
you can meassure the resistance of the back-lite inverter trafo's
the value should be between 900 Ohm and 2.2 k resistance
measure between pin 1-8 4-5, (trafo dependant), if the value is lower or higher as noted, then the trafo is defektive, replace if needed.
you can do this with no power connected
note, only do this if you are educated in electronics, or know what your are doing.
