Sounds like the switch that is triggered when you press this key has gone bad. A replacement keyboard should fix this issue. You should be able to order a replacement keyboard from HP and install it yourself, or contact a place like Geek Squad to do the install for you.
That being said, it's simply possible that there's some crumb of food or chunk of dust under that key. Get a can of compressed air (specifically for computers) and flip your laptop over and spray into the keys around your enter key. Hopefully, it's as simple as this.
