The Way Im understanding your problem is,
it seems like you need to hook your rcas directly to the tv and switch the surround to aux or something similar to that.

Your unit has some sort
of PSU fault, or a problem that is shutting down the Power Supply
Unit, PSU. This happens so that no further damage, and possible fire will
occur. The sound is it starting up, shutting down, over and over.
You need to take the unit to a reputable service centre/man and ask for a firm "Quote" for the work to be done.

SOURCE: My Philips DVD player with
I'm assuming that you have tried all 3 ways of connecting this player to a tv (Composite-yellow, Component-red+green+red and S-Video-black) and all the cables and you got the same result.
If the audio works normally then the defect is hardware, in the video output circuits, not software. This is something that you cannot fix - the video output circuits will have to be inspected, the fault identified and replaced. This is a job for a service shop, you will have to take to one. The repair is not very complicated, but it's time consuming so the labor, especially at a service center, will be expensive. Ask a quote before accepting, it might be cheaper just to buy a new player.
