Take your computer to any computer-store.
They should be able to remove the motherboard, and find a "compatible' motherboard (uses your current CPU and your current RAM and disk-drive and CD/DVD unit), and install it, and connect it.

Estimate $50 to $100 for a "previously-owned" motherboard,
and the same amount for "labour" to do the work.

Sounds like your motherboard has blown, it is not repairable.
If the board has blown, you may have damaged other components.
You do not say what type of motherboard you need.
Pentium 4 478, P4 socket 775?
Amd socket A, amd 2, amd 3 ?
budget motherboards start at about £20

CPU Power butoon does not work some times

I would verify that the leads that come from the power switch are inserted correctly into the computer's motherboard.
You may have to replace the wires or even replace the entire switch system.

Yes, the motherboard has failed : the BIOS was corrupted. All you can do is to remove the battery for 1 hour than try again. If that doesn't fixes it then the board is dead, replace it.

Have you checked if the hard drive is being recognized on Bios? If it is not, try changing the power cord or pushing it in and pay attention to see if it rotates... Sometimes when you push power cord into hard drive it would start.
Best wishes!!
