If this is on top or below (soffitt) If the cracks are movement or shrinkage when poured you can cut with Diamond grinder in a V type and then patch with a epoxy and sand fillers. If they are bigger you can use a repair motar .Your local hardware should have these in basic form.

What is the advantage of adding glass fiber in concrete?

Fibers are usually used in concrete to control cracking due to plastic shrinkage and to drying shrinkage. They also reduce the permeability of concrete and thus reduce bleeding of water. Some types of fibers produce greater impact-, abrasion-, and shatter-resistance in concrete. Generally fibers do not increase the flexural strength of concrete, and so cannot replace moment-resisting or structural steel reinforcement. Indeed, some fibers actually reduce the strength of concrete.

I'm not sure what the question is but if it is related to putting wood directly on the concrete then it should not be a bigproblem as long as you use treated lumber and orient them in the same direction as the natural drainage of the concrete

How to repair cracks in concrete floors of house and how to make them waterproof

simply chip the conrete cracked maybe up to 3cm wide and 2-3 cm deep the whole way and clean thoroughlly with water and the best is to blow air after you wash with water to take away the loose debris then apply concrete epoxy arround the cracks with clean paint brush # 1-2 let it stay for about 30mins and you feel the epoxy is starting to set before then pour the conrete mix with fine sand that will do the trick.

Repair concrete floor, large cracks in flooring

install backer rod into cracks that are more than an 1/8 and use concrete sealer (in the caulking section of your local hardware store). The backer rod is used to reduce the amount of sealer you have to use to bridge the larger gaps in the cracks.

I'm making a concrete porch, do I need to lay a "footer" first?, it will be 10"x10"x3" I'll be filling in the inside with dirt, and not sure of how deep the slab should be 3in.?

If you live in an area where it freezes for long periods of time in the winter you should put in footers at a 3 to 4 feet and even if you don't live in freeze area you should put in footers at a 1 1/2 to two feet if want the porch, As for the 3" you may as well go with what ever a 2x4 comes to and you will not have to cut the boards dow to 3".
