Sounds like the float in the carb bowl is stuck in the fully open position.
Try useing a high end gas/carburator cleaner in the fuel, let it run for a couple of minutes and then shut it off and let it sit for a couple of days. Then lightlly tap the carburator housing with the plastic or wooden handle of a screw driver. This may free up the stuck float.
If this doesn't work, you may have to remove the float bowl cover on the bottom of the carb and free up the float manually.

The rings on the piston are passing too much oil/gas mixture due to the lost compression. Or, you have incorrectly mixed the oil and gas, if it uses a mixed fuel.

I screw the carb.adj.all the way in an back them each out 1 1/2 turn an it still will not even try to start,an when trying to start it will pop an blow the chock off chock

hello. please clarify "pop an blow the chok off chock". Back fire means a too rich fuel condition exist in the intake phem of the motor and the fuel /air mixture is back burning through the intake system and is commonly mis understood as flame witnesed at the exhaust port. so i think you are flooding the engine causing this symptom when it finally ignites Try getting an air atomising fuel container to prime the engine with a small amount of fuel to get motor running then make small 1/8 to 1/4 turn carb adustments when it is running

Suzuki samairi 1987,starts fine when Cooke go off or when engine worms up it dies will not idol at all.

the chock must be bad.
on all carb cars , since 1964 i remove it and make it a manual choke
then hot starts are easy, hot, its not touched. (instant starts hot)

chokes this old never work right, they are TOO old
the spring in side (bimetal) is NO GOOD. it fails to open properly.
try setting the choke calibration more lean.
if at higher altitude, even leaner.

The choke is a device on most old carbs (varies by country)
that closes a butterfly valve, (google that) and starves the engine of air, thus the word "CHOKE" as in Choking it.
this causes higher venturi vacuum and more fuel flows from the jet nozzles.
if the chock is set too rich the engine floods
if set too lean , you have to pump the gas pedal to keep it alive.
if the bimetal spring is slow, it floods
if the choke is electic the heater needs to work or the choke sticks on.
if the choke is water heated, the water needs to flow there. again
the motor floods and stalls.

I have a kohler 18 hp twin engine on a cub cadet. Backfire when shut off. Started back up sputtered. Fuel coming out by air filter. Took air filter off and ran great. What would be the problem?

Check to make sure idol isnt set too high, make sure the air filter is infact clean to prevent it from chocking itself, make sure choke is off :-) and also make sure you idol all the way down when you kill it. Make sure your spark plug is good to prevent flood, and detonation, peaceout.

Will start with chock on but wont stay running with it off

the idle jet or the float valve is blocked
you need to strip the carb and unscrew the jets and clean them
i use small interdental brushes ...

Overflow leaking

From your description (keeps overflowing,spark plug always wet), it sounds like it's flooding.
Because of the overflowing, possibly your float is set too high, or some crud is lodged between the float needle valve and it's seat, not allowing it to seal shut when the float bowl is full, then flooding the carb's mixing chamber.

Will drive through flood water cause clutch problem?

as for choking make sure your air filter is not soaked in water, as for your clutch dont see ya water would affect it unless you picked something up in the puddle that got logged in the linkage

When starting bike i cant use chocke , if i use it the engine dont start

could be running too rich, using choke would flood it, leading to a non start. pull out a plug and see the color of it, should be a nice even sandy color.
if its wet you definately need to set up the carbs
