Go to device manager, right click the "my computer icon then go to device manager", see if your system detected the device, if not detected there is a posibility that your webcam is broken or there is a problem in the cord or may be your usb slot is disable.
if the device is detected by your system, simply reinstall the right driver and software of your webcam.
