Make sure the contacts on the print cartridge and the carriage area where they go are clean. if cleaning the contacts doesn't help then the carriage and/or trailing cable will need replaced.

This document explains how to clean the printer contacts and ink cartridge contacts and removing the bearded or crusted ink on the nozzles of the HP 51629A, HP 51649A, or C1816A Inkjet Cartridges.
Blocked print head nozzles Inkjet printers need to be used frequently to prevent blocked print head nozzles. You may have blocked print head nozzles. Try the printer maintenance to clear the printer nozzles. After several deep cleaning attempts and there is no improvements in the print then a new print head is required. A new print head maybe expensive and it maybe more cost effective to purchase a new printer.

If your running windows 7 then it will have issues printing correctly. as of yet HP have not provided a driver to support this model. More info is available from HP regarding this.
With the first issue how long do you leave it before removing the cartridges? the lights on some models do this during there "warm up" process. this can take from 30 seconds up to 5 mins depending on what the printer thinks it needs.

A trick I've used from years back seems to work, if jetsare maybe blocked from dried ink.
You will need:
An old or disposable container and clean rag.
Some clean tissues.
Hot water.
Sheet of paper. Newspaper will do.
Cleaning jets:
Pour boiling hot water into container.
Dip base of cartridge 1 into water until you see an ink-cloud then remove and pat dry with clean rag.
Rest at angle on paper.
Repeat for other cartridges.
Use tissue to gently wipe any remaining water drops.
I've had that problem with unfinished cartridges showing up as empty. I imagine that it could be a bad cartridge as well but I hear and feel the ink when I shake the cartridge. Therefore the ink is there. I also have a problem with some inks. I find the HP inks work perfectly whereas other manufacturers' inks work on and off. I need a solution as well. Right now I have full cartridges that are not picked up by the Designjet sensor. Any idea?
While printer on, remove all the ink cartridges, close door with cartridges out pull out power cable at the back wait 10 seconds power back up check rear and front rollers, ensure carriage moves left to right freely, insert cartridges one by one
should work if not then you have a hardware malfunction
This usually is solved by removing and reinstalling the ink cartridges...make sure the electrical contacts are clean (use a dry paper towel) on both the print cartridge and the carriage.
If the error still happens then the carriage or trailing cable are bad and will need replaced.
