Main screen has message that states "all" channels locked out! I have done everything that manual said do and still get the same message. This is my first experience with a scanner of this quality and no doubt I am scanner illiterate. Detailed info on how to solve this would be greatly appreciated. Thank you

Tip: The max point reward for answering a question is 15.
If you have some bands locked out (not all bands can be locked out. By default 1 will remain active) then just push the number of the locked out bands to make the bands come back live.
Just a side note, even if channels are locked out you can press "MAN" and then the up arrow and down arrow and manual scroll through them.
So to unlock frequencies at once have to be done separate for each band.
Now select a bank ie. 1, 2, 3, etc.
Now press "FUNC."
Now press "L/O"
You should now see "Lockout List" on the screen.
Now press "FUNC"
Now press the number "6."
Now "Confirm Clear List" should appear on your screen.
Now press the number "1" key indicated for "yes."
If every frequency in that bank is locked out then you will have to unlock a couple manually first and then the instructions listed above will clear the rest for you. So just press the "MAN" button and select a channel that is locked out and press "L/O" and that channel is now unlocked. You will have to do this for each band (1-10) separately.

Channel Lockout You can lock out a channel so it is not scanned. Channel Lockout does not erase the frequency from the channel. You can lock out up to 50 channels, including the Priority channel. Lockout information is retained in the memory when the scanner is turned off.To Lock out a Channel Example: Suppose you want to lock out Channel 2 because it stops on transmissions you don't want to hear.Press LOCKOUT when the scanner stops on Channel 2.The scanner locks out Channel 2, Then it immediately advances to the next channel that is not locked out, and resumes scanning.In the Manual mode, press LOCKOUT to lock out the displayed channel. Pressing LOCKOUT does not advance to the next channel in Manual mode.L/O appears in the display to indicate the displayed channel is locked out.Whenever you want to search for channels that are locked out, press MANUAL repeatedly to go through all 50 channels. If a channel is locked out, L/O appears in the display.Restore a Locked Out Channel To unlock a channel so that it can be monitored during scanning:1. Press MANUAL repeatedly to find the locked out channel.2. Press LOCKOUT again to unlock the displayed channel. Follow the link below to download/print the manual for your scanner. You may or may not be able to hear the services you mentioned using this scanner due to its limited frequency coverage. Many public service agencies now transmit in the 800MHz range, and many have upgraded to trunked and even digital radio systems. I cannot find any reference to PCH LOCK, but an educated guess would be that it means all programmed channels are locked out. If none of the 10 channels contain programmed frequencies, displays will show 000.0000MHz, and all channels will be locked out. Programming a frequency into any channel should override the lockout. On the other hand, the message could indicate that this old scanner is tired and in need of replacement. Here's the link to your manual:

first press the manual button so you can go through the channels one by
one. Then look for a button that has L/O(lock out) push this once for
every channel you have a frequency programmed for it, the channel will
probably not unlock if there is no frequecy programmed to it.
You are not in the programmable channel mode, so you can only receive preprogrammed frequencies. Press the "hold" button, then the "func" key, then the "E" key. Now type the frequency you wish to program & press "E" again. To continue to the next channel, press "E" & repeat the programming procedure.
Mrs. Santa brought me a new PRO-97 yesterday. I'm new to this - just wanted an aircraft frequency scanner, but got the whole shameal. I had a bad AC adapter and attempted to fix the power problem as directed in the manual by re-initializing the scanner. That blew all memory away.
I received the feared All Channels Locked Out message and through a little research and fiddling, realized the scanner was pre-programmed. An Addendum came with the scanner with instructions to reload the 155 pre-programmed frequencies: 1) Turn off the scanner and then turn it on again. 2) When 'Multi-system Trunking Scanner' appears, press PGM. 3) Press 1.
This will reload the pre-programmed frequencies erased by the re-init. Press scan and it'll be as new as outta the box!
I had the same problem. I called Radio Shack and they said there were no channels were programed to scan. I am very new at this so I would be able to help you program but call Radio Shack at 18008437422 and hit option 2 twice. The person I got on the phone was great. Just be sure to have the numbers you want to program in front of you.
