How do I access the BIOS settings for the P5LP-LE motherboard. The startup key says to press F1, but pressing F1 does nothing.

The instructions say:
"Hold down the F1 key during the startup process and enter BIOS setup to re-enter/reset any custom BIOS settings." I would also try hitting the F1 key multiple times from the very turn on of the computer because the key may have to register at some point after turning on.

Try clearing the CMOS settings as explained on this page, it should clear out any passwords and will set the BIOS settings back to factory settings.

HP and Compaq Desktop PCs Motherboard Specifications P5LP LE Lithium

As for "The CPU fan runs normally on boot, but as soon as the Windows flash screen comes up, the CPU fan slows way down."
This is quite normal. On start-up the temperature of the CPU is not being read, when the flash screen comes up just happens to be the same time that the computer recognizes that the CPU is cold and doesn't need to be cooled.

On the "Then the installation program starts running and the CPU Fan speed starts fluctuating wildly from slow to extremely fast."
This could be normal as when files are read from a DVD the CPU doesn't work hard, but when it unpacks the files or does calculations it does work hard. Or it could be that the thermal paste between the CPU and the heat sink is not correct. Either dry , not making contact, or even too much. If the heat is not being transferred that would also explain the shut-down.

I forgot my bios password. and i cant access my pc. can you help?

You got 2 options:
1-Start the pc and when you see Windows Welcome screen / Login screen, press ctrl>+alt>+del> keys twice and it'll show Classic Login box. Now type "Administrator" (without quotes) in Username and leave Password field blank. Now press Enter and you should be able to log in Windows. Now you can reset your account password from "Control Panel -> User Accounts". Same thing can be done using Safe Mode. In Safe Mode Windows will show this in-built Administrator account in Login screen.
2-Some computer systems have a setting in the BIOS Setup to disable the password. The BIOS Setup is accessed with the F1, F2 or DEL key during boot up. If you have forgotten your password, most systems have a jumper on the motherboard that can be pulled off to clear the password. If there is no jumper available, you can also remove the battery for 5 minutes to clear CMOS.

If you need more help post back!
Thumbs and testimonial are welcome!

Laptop not used for some years. could enter bios OK to reset Replaced U/S CMOS battery with no problem. Restarted............ Message press F1 ibm bios setup press F11 to invoke IBM product recovery...

I received an IBM laptop with same issue a few months back. The error message due to the drained out CMOS RTC (coin-cell battery), which retains and other BIOS settings.
The system is OK and all you have to do is to get the CMOS/RTC battery replaced by the a professional.
Good Luck!

Cant get 4600i started. powers up but will not get past intro screen. screen shows F1 to continue and when i press F1 it tells me to press it again to retry reboot, F2 for setup options.

you need to go to cmos or bios setup, set all the date and time and proper boot setting there save and exit, it is a cmos or bios failure that causes these problems try replacing the cmos battery if the message still continues

Unable to get to CMOS using any of the 3 methods

This machine is one of the first "legacy free" models which means there are no BIOS options to change. All settings and resources must be assigned by the OS.
For details, please check the "legacy free" FAQ on MS Knowledge base.
If you are trying to access the BIOS to change boot order so that you can boot from a CD, hold down the 'c' key during POST/boot. This will case your laptop to boot from CD-ROM.

Bios reset

As another option you could try resetting the jumper. Some boards save the password regardless unless the reset the BIOS by using the resetting jumper. Refer to the motherboard's manual for further information on how to do this.
