Hi and welcome to FixYa I am Kelly. When an electric pressure washer sits for an extended time the residual water inside the pump eventually starts the corrosion process. In as little as 2 or three months enough corrosion can form inside the pump to freeze the pistons in the pump and of course the motor in place. Here is what you can attempt to try and free the pistons. Place the unit on a piece of cardboard and then slowly introduce a light weight oil into the water supply connection. You will need to ensure you add enough oil that you start to notice it at the pressure hose connection. Let this sit overnight on the cardboard.
Next day you need to attempt several rapid off and on sequences (10 at a time less than 1 second each) using the torque of the motor to momentarily make micro movements of the pistons. Let the unit sit for 30 mins if it did not clear and try it again (10 more times rapid on/off cycles) Let it sit another 30 minutes and make the final attempt to get the pump free.
It most likely will free up by doing this but if the interal corrosion / debris is too much your faced with having to physically remove the corrosion by opening the unit and doing repair.
